1.  HISTORY OF ORGANIZATION

Steel &Industrial forgings Ltd.(SIFL),is an  AS9100C certified Public sector undertaking fully owned by Govt.ofKerala.It is founded in 1983.The company has Started it’s Commercial Production in 1986.They are the Masters in Titanium and special alloy forgings. They are the major suppliers of products for Brahmos project, ISRO, Chandrayan project and many other prestigious ventures. They Mainly manufactures forgings with exquisite designs and shapes,Flawless forms and contours.They is also committed to  do the production of broadbands and spectra of metals like superalloys,Al,Ti and Alloysteel.It is the only public sector forging company in India and the most soughtout forging company in the country for critical components of satellites and Defence.Products includes high precision aerospace forgings, heavy forgings for commercial vehicles,railways,special forgings for defence and other components for automobiles.

3.  PRODUCT PROFILE

SIFL’S Critical Forgings are supplied to various sectors such as Aerospace, defence, railways, earthmoving, agricultural and automobile sector. SIFL is equipped to manufacture high pressure applied forgings like Gate valve bodies and choke bodies in carbon and alloy steel material to meet requirements of oil field equipment manufactures, thermal power stations, refineries and nuclear power plants. Company has made significant Progress in Aerospace sector by developing complex forgings for various Aeroengines. SIFL involved in the supply of forgings for the most prestigious projects such as Chandrayan and Brahmos project. Products are also been exported ouside INDIA to various countries such as USA,Malaysia,Middle East,Indonesia and so on.

QUALITY OF INPUTS
At SIFL, raw materials required for any forgings are bought only from prime manufacturers such as SAIL,VISL,MVSCO etc. All die blocks are imported from one of the prominent die makers M/S EdelstahlwerkeBuderus.A.G, Germany

6.  ORGANIZATION STRUCTURE

ORGANIZATION CHART

It is a basic framework within which the  manager’s decision making behavior takes place. Organization structure basically deals with relationships. In a simple term, structure is a pattern in which various parts or components are interconnected.
Organisation structure is the pattern of relationship among various activities and positions. Design of basic structure involves such issues as how work of organization will be divided and assigned among various groups, departments and how coordination is necessary to accomplish total organization structure.
In SIFL, there are 11 departments having a crucial role in each and every stage of the production process comprising of a total work force of 275 employees. The company is controlled by it’s board of directors of 12 members who are experts in various streams of society. Basically, each department is headed by a Senior manager, followed by Deputy manager, Engineer,  Ass.Engineer, office staff and the general workforce. Company also employs a certain number of apprentices, trainees and probationers among the work force.
The facility is operating in a 24/7 manner except for some departments such as Human resources, Finance and Stores.





7.  DEPARTMENTS


1.PURCHASE DEPARTMENT

It is a dynamic activity which involves administration, effective planning and utilization of resources. This department is concerned with purchase of each and every article of SIFL.
The major functions of Purchase department are as follows.

SYSTEM  FOLLOWED  FOR  THE  PURCHASE  OF  MATERIALS


v  Purchase Request-Based on specifications, quantity and delivery of equipments submitted by the concerned departments,Purchase department will carry out the Purchase activities.

v  Selection of Companies for Estimate Submission-Selection is comprehensively made by evaluating such factors as quality and performance of equipment,device or materials to be purchased,degree of reliability,product  requirements such as safety,delivery time,the scale of the order,after sale service and company’s previous business record.

v  Estimate request-Selected companies will be asked to submit cost estimates and specifications to SIFL prior to a specified date.

v  Submission Estimate-Specification sheets submitted by potential suppliers at their own expense are checked by the purchase department and concerned departments which are using the product inorder to check whether the product has met the required standard
.
v  Negotiation-SIFL will conduct negotiations with  the company with a most attractive proposal to discuss the amount of contract and the terms and conditions.

v  Contract Conclusion-Business will be established upon the conclusion of the project in the form of a written document if necessary.

v  Delivery and Inspection-Delivered equipments, devices or materials must pass inspection conducted by relevant departments of SIFL.



2.STORES DEPARTMENT

The Store Department has 2 sections.viz.Raw materials and General Consumables Section.Each of this department is responsible to handle the activities of corresponding work.There is one junior manager for store and sufficient number of subordinates and staffs.

 3.QUALITY ASSURANCE DEPARTMENT

Quality Assurance is the important responsibility of  SIFL because it’s products cover most critical areas such as Defence, Railways and some research establishments.The activity of QA department starts right from the purchase of raw materials of good quality. Raw materials are purchased from SAIL, TISCO etc.

QUALITY OBJECTIVES

v  To ensure that only good quality forgings reach to the customers.
v  To ensure that the product meet customer requirements.
v  To ensure that customer’s complaint to NIL on Quality.

VARIOUS STAGES OF QUALITY INSPECTION

INCOMING RAW MATERIAL INSPECTION

}  Verify raw material indent from Production department. It is to be counter-checked with the customer requirements.It is then certified,signed and to be returned back to production department within 3 days.
}  One copy of indent from purchase department is to be retained.
}  On receipt of raw material, stores shall verify dispatch certificate and raise GRIN(goods receipt cum inspection note) with mill test certificate and raw material slice with heat number and to be sent to the Lab.
}  Lab should test raw material as per lab work instructions, shall forward an internal inspection report to QA department.
}  GRIN shall be cleared after verification of all the reports.
}  If there is a delay in test results, an  intimation is to be given to stores for holding GRIN.
}  Route card cum work order shall be cleared when material is found OK by the lab for production and should be returned to production department.
}  Raw material purchased and received on conversation basis from customer should be checked by for UT, chemical test etc as per requirement by LAB and verified by QA.


IN PROCESS INSPECTION
·         HOT STAGE INSPECTION
Before commencing hot inspection, ensure that latest revision of drawings and process sheets are used.Raw materials should be inspected for visual defects such as lap,scale, unfilling, crack, mismatch and for control dimensions. A copy of hot inspection shall be sent to technical, production and die shop for evaluation of various quality problems to take corrective steps.

·         GREEN STAGE INSPECTION
Forgings after cooling are inspected for defects. Hardness checking of heat treated forgings are been carried out. Shot blasted forgings are to be NDT tested.

FINAL INSPECTION
Based on customer requirement,all properties are evaluated,recorded and reported to customer through test certificate duly signed by Assistant Manager(QA) and customer representative together.Punching details shall be given from QA to Finishing and dispatch department.Store credit prepared by F&D shall be forwaded to QA for clearance inorder to dispatch.

CALIBRATION OF TEST EQUIPMENTS
Machines should be marked with SIFL serial number as per calibration register.Date of calibration and due date also is to be displayed.Measuring instruments which are calibrated are verniercalipers,vernier height gauges,vernier bevel protactors and so on.

NON DESTRUCTIVE TESTING
Various NDT methods adopted are ultrasound testing, liquid penetrant testing and magnetic particle testing.







MAJOR FUNCTIONS OF QA DEPARTMENT


v  Oversee all the quality control activities in the company and strive for continuous improvement.
v  Implementation and maintenance of Quality system pertaining to QA,including documentation and maintenance works.
v  Monitoring effectiveness of  corrective and preventive action taken for controlling the non-conformance of products.
v  Analysis and decision making within the framework of company objectives for continuous improvement.
v  Coordinate the procurement of inspection and measuring instruments,their storage and calibration.
v  Third party inspection arrangements.
v  Inspection at various stages of production and processing.
v  Enquiry processing which includes cost estimation.



4.MAINTENANCE DEPARTMENT

The responsibility of maintenance department is to keep the entire shift always ready for action.They are having two sub sections,VIZ.Electrical and Mechanical section.The Maintenance Department is also categorized into 3 sub-sections.

   Breakdown maintenance-Undertakes the job of  maintaining, repairing the parts of machinery where breakdown or disasters had happened.
     Preventive maintenance-These works are going on at daytime, without disrupting the  functioning of the shop.
      Periodical checking-To check the oil value of machinery, to test the IR value of finding per month, taking the breaths, etc are works carried out in Periodical checking.

The major functions of Maintenance department are listed below.

v  Carrying out the calibration of various equipments before the specified due dates.
v  Carrying out preventive and breakdown maintenance of equipments.
v  Supporting activities like keeping the equipments calibrated for process control.
v  Corrective and Preventive action.
v  Implementation and maintenance of quality system pertaining to MNT including documentation and maintenance of records.
v  Analysis and decision making within the framework of company objectives for    continuous improvement






 5.PRODUCTION DEPARTMENT

MAJOR FUNCTIONS

v  Planning daily production according to annual target.
v  Monitoring actual production and checking for any deviations.


MANPOWER PLANNING

v  Monthly and weekly plans are communicated to the production head.
v  Production head will communicate to shift-in-charge about daily plan.
v  Setup verification is done before starting workorder and is recorded after the appraisal of setup.Bulk Production is then started.
v  Analysis of setup Non-Conformities is done daily for implementing corrective action.
v  Shift-in-charge monitors the process and inspections are carried out by QA.
v  Route card is issued and is updated by the shift-in-charge for the required process.
v  Work order is issued.
v  The whole process is carried out and the workorder is updated on the completion of each and every stage for traceability.




  Maintenance department has 2 sub-departments functioning under it. They are Forge shop and Material preparation department.This is one of the busiest and profit-making departments in SIFL.





v  FORGE SHOP

In Forging,generally the raw material is been heated to a high temperature such as 700 degree celsius,900 degree celsius according to the type of material.Die which is prepared according to the specification of the customer is then fixed to the hammer and allowed to hit the raw material,applying a certain force by a pneumatic controlled lever.The process is repeated until the workpiece attains the desired shape.There will be some unwanted portions left on the workpiece,which is then removed by a trimming machine.Finished products are then handed over to the heat treatment department for further processing.

v  Material Preparation Department

Major functions includes cutting of billet according to the required size and dimensions using accurate cutting tools.Cutting tools employed are band saw,hacksawetc.Die shop is the main workspace associated with the MPT.


v  DIE SHOP
Ø  Die design and development department.
Ø  First stage in Production dept.
Ø  SIFL designs both single and multi impression dies.
Ø  Employs the latest CAD-CAM facilities for die design and development.

v  Planning and organizing die and tool works to meet targets and their documentation.

6.TECHNICAL DEPARTMENT

The main activity of technical department is to ensure and determine technical accuracy of the plan.Technical department Prepares product drawing similar to customer needs using computer aided design.After that Die specifications are determined and will be send to die shop after a detailed inspection by Quality department.There after, the Process is designed.Process sheet is been issued to the shop.Process sheet includes detailed steps until the final product stage.Afterall a “Cost sheet” is prepared forwhich actual material cost,fixed costs etc are to be determined.Process is followed by adding a reasonable profit and is transferred to the Marketing department.

Major functions of technical department are as follows.

v  Design of dies and tools.
v  Forging process establishment and control.
v  Monitoring the effectiveness of  corrective and preventive action taken for controlling the non-conformance of products.
v  Enquiry processing which includes cost estimation.
v  Coordinate the procurement of inspection and measuring instruments, their storage and calibration.



                                       
Ultimate head of this department is the senior manager who is also controlling technical and QA department.But the active head is Assistant Manager followed by Engineer and Assistant Engineer.Office staff includes both skilled and unskilled employees.




7.MARKETING DEPARTMENT

FAIRS AND EXHIBITIONS
They are organized at local, national and international levels to introduce new products, demonstrate the products and to explain the social features and usefulness of the products. Goods are displayed and demonstrated and their sale is conducted at a reasonable fare.

TRADITIONAL CUSTOMERS
SIFL being a government enterprise and known for it’squality,has got a range of companies which includes prestigious institutions like ISRO,HAL,DRDO etc.

CUSTOMER SATISFACTION SURVEYS
Feedbacks are collected in an interval of 6 months from all customers to know about the quality standard of the product as well as to make any adjustments to the manufacturing procedures.

v  Company presently in a stage of loss around 1 Crore Rupees.

v  Finance dept. always face a crisis for the purchase of raw materials from Durgapur to Athani, because of the high transport and freight charges.

v  For VAT tax, the company cannot take any credit as the raw materials are imported from outside Kerala.




9.FINISHING AND DISPATCH DEPARTMENT

After detailed quality inspection, a shot blasting process will be carried out. It provides final colour to the product. It is done by blasting the product with steel balls. Final products are then sent to stores department for dispatching.

v  Improvement of the rating of the contractors by 5% every quarter.
v  Development of new subcontractor by atleast 1 every 6 months.

 10.R&D DEPARTMENT(HT LAB)

Here mainly tests are carried out to regain the mechanical properties of the work material which are lost as a result of forging.Main tests carried out are hardening,temperingnormalizing,annealing and so on.Generally these tests are categorized under DESTRUCTIVE TESTING.Main furnaces used here are…
§  Pit furnace
§  Aero furnace
§  Draw boat furnace

R&D consists of three different laboratories.viz.Microlab,Mechanical lab and Chemical lab.

MICRO LAB

Here microstructure of the finished product is determined and checked whether it meets client requirements.For that two machines are used,i.e.microstructure machine and spectrometer.

MECHANICAL LAB

Here the following machines are employed for determining hardness,toughness,strength and for final polishing and finishing of the material.

CHEMICAL LAB
Here final product is allowed to react with various chemicals so that various properties of the material can be analysed and corrective steps can be taken before final delivery to the customer.

HRD MEASURES

v  RECRUITMENT & SELECTION

§  Should be more than 18 years old.
§  On recruitment, every workmen should produce documentary proof of his age to the satisfaction of Personal manager .
v  PROBATION AND CONFIRMATION

§  Probation period of 1 year is mandatory for all  workmen, including skilled, semiskilled and unskilled.
§  Even if a permanent employee is appointed to another department, he will be offered a probationary post  for a period of 1 year.

OTHER MEASURES

v  TEMPORARY APPOINTMENT-Should vacate at the end of the period.
v  TRANSFER-Workmen are liable for transfer from 1 dept/ branch  to another.
v  FOREIGN SERVICE AND DEPUTATION-Management can sent an employee to a foreign firm for a certain period during which workmen will be entitled to receive pay, allowances from his foreign employer.After this period, the employee can either continue/resign from the parent company after giving a shorter notice period to the company.

PAYMENT STRUCTURE
SIFL is always committed in ensuring employee satisfaction through their attractive salary packages.Below listed is a general format of the Salary package offered by SIFL.

SUPER ANNUATION

v  Should retire on completion of 58 years of age.
v  Can retire after 20 years of service with a written sanction from the management.


TYPES OF LEAVE

§  Casual leave-Casual leave is provided for a period of 13 days per year.
§  Earned leave-For every completed 11 working days,employee is eligible for a day-off with full pay.
§  Leave without pay-For those who exceeding the number of casual leaves.
§  Special leave-It is issued for various occasions like sports events organized by company, accidents on duty, family planning and so on.
§  Study leave-For every employee who has completed 3 years in the company,is eligible for this leave upto a period of 3 years without pay.
§  Maternity leave-It is issued to female employees in the company for a period of 6 months based on employee state insurance act (ESI act).

PERFORMANCE APPRAISAL SYSTEM

v  High transport and freight charges as raw materials are imported from outside state.

9.  FINDINGS AND SUGGESTIONS
FINDINGS

v  Lion’s share of SIFL’s board of directors consists of politicians who are not at all interested in taking up challenges.
v  Inadequate manpower in production and maintenance departments which are to be rectified immediately for the smooth functioning of the company.
v  Company’s major customers and suppliers are located outside the state which causes the company to suffer high transport and freight charges.
v  Generally,promotion is awarded by considering factors such as seniority.

SUGGESTIONS

v  Company should include experts from various streams among the board of directors,by controlling the presence of political parties.
v  In future,SIFL should consider about starting the production of raw materials in their own yard.So that the unwanted transport and freight charges can be avoided.
v  Promotion should be based on the candidate’s performance alone.
v  Involvement of political parties in company’s business is to be controlled.
